全路电视电话会议结束后，沈阳铁路局立即召开全局电视电话会议，济南铁路局党委组织领导班子参加学习座谈会，太原、呼和浩特、柳州、成都、昆明、兰州、乌鲁木齐铁路局和青藏铁路公司对认真学习贯彻胡锦涛总书记的重要指示、温家宝总理的重要批示，对落实全路电视电话会议精神，进行了全面部署，要求干部职工深刻认识第六次大面积提速调图各项准备和实施工作的艰巨性，以胡锦涛总书记的重要指示、温家宝总理的重要批示为指导，全力以赴，高质量完成提速调图实施和新旧图交替工作。有些铁路局还连夜把胡锦涛总书记的重要指示、温家宝总理的重要批示，把铁道部党组的要求，下发到各部门、各站段以及车间班组，要求记名式传达到每个职工。

为全力确保第六次大面积提速的顺利实施和新旧图的平稳交替，各铁路局加强组织管理。上海、西安铁路局对新旧图交替方案进一步全面审核优化，确保新图顺利实施。许多铁路局成立了新旧图交替和新图实施过渡领导小组，局长、局党委书记亲自挂帅，组织制订了具体详细的过渡方案、应急预案。有的铁路局将新旧图方案印制成简明图表发放到职工手中，要求职工尽快理解和掌握。
科学求实的态度和苦干实干拼命干的作风，是确保第六次大面积提速调图顺利实施和提速持续安全稳定的重要保证。一些铁路局成立了路局领导、机关部门、各运输站段包保组，制定包保方案、干部值班及添乘方案，并从机关综合部门抽调业务过硬、经验丰富、参加过培训的人员充实到各专业部门，深入到站段、关键岗位、薄弱环节重点盯控，抓好各项工作的落实。他们还狠抓干部作风转变，在过渡期内，路局、站段、车间定人定岗定时包保，一旦发生问题将严肃追究责任。
